The California Values Act (SB 54) — commonly known as California's strongest statewide sanctuary law — protects the safety and wellbeing of all Californians by curtailing use of state and local resources from being used for mass deportations and ensures that important institutions such as schools, health facilities, and courthouses remain accessible to everyone.
SB 54 was signed into law on Oct. 5, 2017 and went into effect on Jan. 1, 2018. Later that year, the Trump administration sued California in federal court regarding a few provisions in SB 54. The District Court sided with California and granted the state's request to dismiss the claims against SB 54. The Ninth Circuit affirmed. The Supreme Court declined to take up the Trump administration appeal. SB 54 remains binding law in California. States and localities continue to have the constitutional right to opt out of federal immigration enforcement and to refuse to participate in Trump's mass deportation agenda.
